Ukraine’s energy sector faces unprecedented challenges, from a heavy reliance on expensive fossil-fuel imports to ineffi cient infrastructure and markets. Yet there is also potential for Ukraine to experience an energy revolution, one that could boost employment, lift economic growth and enhance energy security. Modernisation of Ukraine’s energy-supply sectors has only begun and will require investment on a huge scale, complemented by a fundamental reform of the business environment.

A strong dependency on oil and gas imports and often-ineffi cient energy production, transportation and supply sectors means that reducing energy demand must be a greater priority. The potential for energy effi ciency gains in the residential, district heating and industrial sectors is large. Endowed with large conventional energy reserves, alongside sizeable renewable potential, Ukraine can build the capacity to signifi cantly increase its resource production.

Releasing this potential will require deep regulatory reform and full implementation of international treaty provisions. Effective competition, alongside a progressive move towards market prices, will also help Ukraine attract investment to develop the sector. A draft energy strategy, which sets out a series of supply-side measures, was published in 2012. Broadening and implementing a comprehensive energy strategy, one that takes greater account of demand-side policies, could significantly improve progress in the medium term.

This review analyses the large energy-policy challenges facing Ukraine and provides recommendations for further policy improvements. It is intended to help guide policy makers in the country towards a more secure and sustainable energy future.

Style: Any style from the list above as long as the beer is brewed with an Original Gravity of 1.052 or lower (12.85 or lower Brix) and not exceeding 5.5% ABV. Only one entry per style per entrant. (For instance, you can’t submit two beers in the same BJCP sub-category.)

Registration: Complete the provided Registration Form before Thursday, March 3 rd. 2011 at Midnight. Entries that are not registered by this date and time will not be accepted into the competition.

Entries: Entries are to be properly labeled with the appropriate style using the provided labels and delivered in a 6-pack carrier in person to a manager with payment at The RAM Restaurant and Brewery – Downtown Indianapolis between Monday, March 14 th and Saturday, March 19 th. Our Fishers location will not receive entries. Please do not use bottles or caps with any identifying characteristics. Upon receipt and payment, entries will be promptly placed in cold storage. Limit 2 entries per brewer. 3-12 oz. bottles per entry.

Requirements: This contest is open to all Homebrewers. Entries may NOT be submitted that have been brewed on equipment used for any commercial purpose, including research, production, or brew-on-premise establishments. Any beer brewed with the help of another must be entered under the names of all brewers involved.

Only the participants listed on the entry form at the time of entry will be permitted to brew the winning batch at the RAM Restaurant and Brewery Indianapolis. At anytime, the Head Brewer, Andrew Castner, or another party from Ram International are permitted to make discretionary changes to the winning recipe. The winning party grants all rights to use of the winning recipe to Ram International, and relinquishes any rights to compensation for use of the winning recipe. At no time does the title of winning party grant the winning brewers free goods or services from RAM International. The winning beer name may be subject to approval. Competition entry fees for the 2011 GABF Pro-Am competition will be paid for by Ram Restaurant & Brewery Indianapolis. All costs associated with the optional attendance of the winning party to the 2011 GABF event will be the sole responsibility of the winning party.

    The International Economic Association (IEA ) is happy to announce the first Stiglitz Essay Prize in honour of the past President of the association, Joseph E. Stiglitz. This prize is possible thanks to the generous donation that the Economic Society of Australia pledged to the IEA.

    Joseph E. Stiglitz is University Professor at Columbia University. In 2001, he was awarded the Nobel Prize in economics for his analyses of markets with asymmetric information. He was the President of the International Economic Association from 2011 to 2014.

    The prize is open to any student in full time study. The essay can be up to 5,000 words on one of the subjects below. There will be a pre-selection process in charge of a team of school judges selected by the IEA. The shortlisted essays will go to the judges: Joseph E. Stiglitz (Columbia University and IEA past President), Timothy Besley (London School of Economics and IEA President) and Kaushik Basu (World Bank and IEA President Elect).

    To be eligible for the prize, submitted essays should be on one of two broad themes reflecting Professor Stiglitz’s interests:

    • The causes and policy consequences of growing inequality
    • The reconstruction of macro-economics and proposals for new approaches that speak to the weaknesses in modelling revealed by the 2008 global crisis

    All applicants are asked to note the following criteria:

    • Only one essay per person will be accepted
    • The maximum word count for essays is 5,000 words (the word count should appear at the end of each essay)
    • The word count includes footnotes, but excludes references and bibliography.
    • All of those who submit an essay should submit proof through a signed letter from an appropriate official at an academic institution that he or she is currently registered as a full-time student.
    • No revisions to entries are permitted once submitted
    • Please note that entries to the competition should be unique (i.e. not published elsewhere or submitted to other essay competitions.)
    • Entries must be submitted in either Microsoft Word (doc, docx) format or PDF format. No other formats are acceptable.

    The deadline for submitting essays is Saturday 31 October 2015 at 2359 hours (GMT) .

    Please send submissions to the IEA Secretariat on iea@iea-world.org indicating in the subject your name as follows: SEP_LAST NAME_Name.

    Any queries on the competition should be also addressed to the IEA Secretariat on the same email address.

    The winner of the Stiglitz Essay Prize will be announced in early 2016, with the prize presentation to be made in a ceremony at the next IEA World Congress in 2017. The winner of the Stiglitz Essay Prize will win 1,000 USD, and the runner(s)-up will receive 500 USD. The winning essay and runner(s) up will be published on the IEA website.
